Alameda Rent Rules Owners Need to Know

  • Alameda’s rent ordinance is in AMC Chapter 6-58. The AGA for Sept. 1, 2026 to Aug. 31, 2027 is 2.7% (70% of CPI; never more than 5% or less than 1%).
  • The AGA cap applies to residential units at multi-unit properties (2+ units on a legal lot) built before February 1995.
  • Banked increases up to 3.0% on top of the AGA (5.7% total) are allowed with form RP-203; file the notice and proof of service (RP-204) with the Rent Program within 3 calendar days.
  • Owners must register and pay the annual program fee to take the AGA without extra attachments.
  • Rent Program: (510) 747-7520, rentprogram@alamedaca.gov.

State law. Units not covered by local rent control may still be covered by the California Tenant Protection Act (AB 1482, Civil Code §1947.12). For Aug. 1, 2026 to July 31, 2027, the AB 1482 cap is 8.8%, per the City of Alameda Rent Program, AGA notice (May 18, 2026). AB 1482 also has just-cause eviction rules for most tenancies.
